AVVISO PUBBLICO ESPLORATIVO PER L’ACQUISIZIONE DI MANIFESTAZIONI DI INTERESSE ALL’UTILIZZO DEL COMPENDIO DELL’ARSENALE NORD PER LO SVILUPPO DI ATTIVITÀ CONNESSE ALLA MANUTENZIONE NAVALE E ALLA CANTIERISTICA NAUTICA
Si rende noto che, in attuazione della Deliberazione di Giunta Comunale n. 22 del 07/05/2026 e del Protocollo di Intesa sottoscritto il 23/04/2026 tra il Sindaco di Venezia, il Presidente dell’Autorità di Sistema Portuale del Mare Adriatico Settentrionale e l’Autorità per la Laguna di Venezia, è pubblicato Avviso pubblico esplorativo per raccogliere manifestazioni di interesse da parte di operatori potenzialmente interessati allo sviluppo di attività imprenditoriali connesse al settore della nautica e della cantieristica, con specifico riferimento al comparto degli yacht e imbarcazioni da diporto di lusso, nonché agli ambiti ad esso strettamente connessi;

L’iniziativa si inserisce nel percorso avviato con la Pre-intesa per la riorganizzazione e valorizzazione funzionale dell’Arsenale Nord, sottoscritta il 30 maggio 2025 dal Comune di Venezia, dall’Autorità per la Laguna di Venezia, dal Consorzio Venezia Nuova e dal Ministero delle Infrastrutture e dei Trasporti – Provveditorato Interregionale per Veneto, Trentino-Alto Adige e Friuli Venezia Giulia. Tale accordo, promosso dal Comune di Venezia, considerando le più recenti evoluzioni degli assetti organizzativi e operativi connessi alla gestione e manutenzione del Sistema MOSE, ha definito in modo puntuale le porzioni del compendio destinate a rimanere funzionali alla gestione e manutenzione del Sistema MOSE e di quelle che rientreranno nella piena disponibilità del Comune di Venezia;
1 - L’Avviso è finalizzato all’acquisizione di manifestazioni di interesse per l’eventuale utilizzo, a seguito di successiva procedura, del compendio dell’Arsenale Nord, ai fini dello sviluppo di attività imprenditoriali coerenti con le finalità sopra indicate.
2 - L’Avviso è altresì volto ad acquisire elementi conoscitivi e informativi utili alla definizione delle possibili modalità di valorizzazione del compendio e delle infrastrutture ivi presenti.
3 - Le iniziative proposte dovranno essere orientate alla valorizzazione delle infrastrutture e degli spazi presenti nel compendio, nel rispetto delle caratteristiche storiche e architettoniche dell’area e delle finalità di sviluppo economico e produttivo individuate dall’Amministrazione.
4 - Le iniziative proposte dovranno riguardare, in particolare, lo sviluppo di attività connesse al rimessaggio e al refitting di imbarcazioni da diporto, con specifico riferimento a yacht e barche di lusso, nonché ai servizi complementari a tali attività.
5 - Le manifestazioni di interesse dovranno essere formulate tenendo conto della possibile necessità di approfondimenti ambientali e delle conseguenti implicazioni tecniche, procedimentali ed economiche, che resteranno integralmente a carico dei soggetti proponenti in sede di eventuali successive fasi procedimentali.
6 - L’Avviso non determina alcuna assegnazione, concessione o attribuzione di diritti sul compendio o su singole porzioni dello stesso.
Le manifestazioni di interesse dovranno essere presentate entro e non oltre il giorno 31.10.2026 , secondo le modalità e le condizioni fissate nell’Avviso di seguito allegato.
Al fine di favorire una più approfondita conoscenza del compendio e delle infrastrutture presenti, è previsto, nell’ambito del Salone Nautico di Venezia, un sopralluogo riservato ai soggetti interessati in possesso dei requisiti previsti dall’art. 3 dell’Avviso.
Il sopralluogo si terrà il 27 maggio alle ore 15:00, previa registrazione da effettuarsi entro il 24 maggio all’indirizzo e-mail sotto indicato.

NOTICE OF PRIOR MARKET CONSULTATION SOLICITING EXPRESSIONS OF INTEREST IN THE USE OF THE NORTH ARSENAL SITE FOR THE DEVELOPMENT OF ACTIVITIES RELATED TO SHIP MAINTENANCE AND BOAT BUILDING
Please note that, based on City Council Resolution No. 22 of May 7, 2026, and on the Memorandum of Understanding signed on April 23, 2026, between the Mayor of Venice, the President of the Port System Authority of the Northern Adriatic Sea, and the Venice Lagoon Authority, a preliminary market consultation notice is hereby published to seek expressions of interest from operators potentially interested in developing business activities related to the nautical and shipbuilding sectors, with specific reference to the yachting and luxury boating segment, as well as to closely related market activities;

The current initiative is part of the process launched with the Preliminary Agreement for the reorganization and functional enhancement of the Northern tip of the Arsenal, called Arsenale Nord, signed on May 30, 2025, by the City of Venice, the Venice Lagoon Authority, the Consorzio Venezia Nuova, and the Ministry of Infrastructure and Transport – Interregional Office for Veneto, Trentino-Alto Adige, and Friuli Venezia Giulia. This agreement, promoted by the City of Venice, has precisely distinguished the portions of the complex that should remain operational for the management and maintenance of the MOSE System and those that will be fully placed at the disposal of the City of Venice - taking into account the most recent developments in the organizational and operational structures related to the management and maintenance of the MOSE System;
1 - The Notice aims to seek expressions of interest in the potential use, following a subsequent procedure, of the Arsenale Nord complex for the purpose of developing business activities consistent with the objectives previously outlined in this Notice.
2 - The Notice is also intended to gather information and insights useful for defining possible ways to enhance the complex and its infrastructure.
3 - The proposed initiatives must be aimed at enhancing the infrastructure and spaces within the complex, while respecting the historical and architectural characteristics of the area and the objectives for economic and productive development identified by the Administration.
4 - The proposed initiatives must concern, in particular, the development of activities related to the storage and refitting of recreational vessels, with specific reference to yachts and luxury boats, as well as to the complementary services of such activities.
5 - Expressions of interest must be formulated taking into consideration the possible need for environmental assessments and the resulting technical, procedural, and financial implications, which will remain the sole responsibility of the proposing parties during any of the subsequent procedural phases.
6 - This Notice will not entail any award, concession of use, or grant of rights over the site or any individual portion thereof.
Expressions of interest must be submitted no later than October 31, 2026, in accordance with the terms and conditions set forth in the attached below Notice.
In order to facilitate a better understanding of the site and its infrastructure, a site visit will be held as part of the Venice Boat Show, reserved for interested parties who meet the requirements set out in Article 3 of the Notice.
The site visit will take place on 27 May at 3.00 pm, subject to registration by 24 May at the email address provided below.
