Notice of prior market consultation
Please note that, based on City Council Resolution No. 22 of May 7, 2026, and on the Memorandum of Understanding signed on April 23, 2026, between the Mayor of Venice, the President of the Port System Authority of the Northern Adriatic Sea, and the Venice Lagoon Authority, a preliminary market consultation notice is hereby published to seek expressions of interest from operators potentially interested in developing business activities related to the nautical and shipbuilding sectors, with specific reference to the yachting and luxury boating segment, as well as to closely related market activities;

The current initiative is part of the process launched with the Preliminary Agreement for the reorganization and functional enhancement of the Northern tip of the Arsenal, called Arsenale Nord, signed on May 30, 2025, by the City of Venice, the Venice Lagoon Authority, the Consorzio Venezia Nuova, and the Ministry of Infrastructure and Transport – Interregional Office for Veneto, Trentino-Alto Adige, and Friuli Venezia Giulia. This agreement, promoted by the City of Venice, has precisely distinguished the portions of the complex that should remain operational for the management and maintenance of the MOSE System and those that will be fully placed at the disposal of the City of Venice - taking into account the most recent developments in the organizational and operational structures related to the management and maintenance of the MOSE System;
1 - The Notice aims to seek expressions of interest in the potential use, following a subsequent procedure, of the Arsenale Nord complex for the purpose of developing business activities consistent with the objectives previously outlined in this Notice.
2 - The Notice is also intended to gather information and insights useful for defining possible ways to enhance the complex and its infrastructure.
3 - The proposed initiatives must be aimed at enhancing the infrastructure and spaces within the complex, while respecting the historical and architectural characteristics of the area and the objectives for economic and productive development identified by the Administration.
4 - The proposed initiatives must concern, in particular, the development of activities related to the storage and refitting of recreational vessels, with specific reference to yachts and luxury boats, as well as to the complementary services of such activities.
5 - Expressions of interest must be formulated taking into consideration the possible need for environmental assessments and the resulting technical, procedural, and financial implications, which will remain the sole responsibility of the proposing parties during any of the subsequent procedural phases.
6 - This Notice will not entail any award, concession of use, or grant of rights over the site or any individual portion thereof.
Expressions of interest must be submitted no later than October 31, 2026, in accordance with the terms and conditions set forth in the attached below Notice.
